In 1915, the Supreme Court proclaimed the ‘distribution is attribution’ rule for the first time and therefore it recently celebrated its 100th anniversary. This rule encompasses that if the law provides a basis for the relative power (distribution) of the Court of First Instance, the Court is also internationally (and interregionally) empowered (attribution). On occasion of its 100th anniversary, attorney at law Rogier van den Heuvel recently discussed the restrictions of the rule nowadays, and how to deal with these.
